To get it you do NOT need a mushroom or a star but they help quite a bit. In the stage "Koopa Beach" the item on top of the rock is a BLUE shell every time. In Koopa Troopa Beach place a banana or upside-down question mark on any of the little ramps, this is especially usefully in single player because the computers always go off every single one of these ramps, and in multiplayer it is especially usefull to place a banana or upside-down question mark on the ramp where the secret area is so it is almost impossible for your opponents to go through without hitting the obstacle.
